  FG Approves Sweeping Welfare Package for Civil Servants


In a major move to cushion the effects of current economic realities and boost workforce morale, the Federal Government of Nigeria has announced a comprehensive review of allowances and welfare benefits for the nation’s civil service.

The Head of the Civil Service of the Federation, Didi Walson-Jack, unveiled the reforms during a press briefing in Abuja on Friday, April 24, 2026. The new measures include significant increases in peculiar allowances, a multi-billion naira housing scheme, and enhanced retirement benefits.


Key Reforms and Allowance Increases

The review targets a broad range of workers, specifically those under the Consolidated Public Service Salary Structure (CONPSS) and the Consolidated Research and Allied Institutions Salary Structure (CONRAISS).

Key highlights of the approved adjustments include:

  • Peculiar Allowances: Structured to reflect across all grade levels to ensure both junior and senior officers experience a meaningful increase in take-home pay.

  • 100% Duty Tour Allowance (DTA): Civil servants attending approved training programs are now entitled to the full DTA, regardless of whether the training requires travel. This includes staff based in Abuja attending local training sessions.

  • Revised Public Service Rules: Virtually all allowances listed under the Public Service Rules, including estacode and book allowances, have been reviewed upward.

  • Employee Compensation Scheme: The government has operationalized a scheme to provide financial protection for workers who suffer job-related injuries or death.


New Welfare Initiatives

Beyond immediate salary-related adjustments, the Federal Government introduced two major pillars for long-term worker security:

1. ₦10 Billion Housing Loan Scheme

The President approved a ₦10 billion housing loan fund designed to bridge the housing deficit and make home ownership more accessible for low and middle-income workers. This initiative is being implemented through a strategic partnership between the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Government Staff Housing Loans Board.

2. Enhanced Retirement Exit Package

Starting January 1, 2026, retiring civil servants under the Contributory Pension Scheme will receive a new exit benefit. This package provides 100% of a retiree’s total annual emoluments as a one-time payment upon retirement, in addition to their regular pension. Walson-Jack described this move as a step toward ensuring "dignity in retirement".


Impact and Context

These reforms come at a critical time as Nigerian workers face mounting pressure from rising living costs. By addressing both immediate earnings and long-term security, the government aims to:

  • Boost Productivity: Improved welfare is expected to translate into higher efficiency within the public sector.

  • Strengthen Morale: The broad-based nature of the increases ensures that all cadres feel the impact of the new policy.

  • Ensure Industrial Harmony: The move follows recent negotiations with labor unions regarding unpaid wage awards and general welfare improvements.

These measures represent a significant step in the Federal Government’s commitment to transforming the Nigerian civil service into a more motivated and financially stable workforce.
